Draft Housekeeping amendments to various parts of Liverpool Development Control Plan 2008 - Conservation and employment zone reform

Project Overview

Liverpool City Council is seeking community feedback on a draft housekeeping amendment to the following various parts of Liverpool Development Control Plan (DCP) 2008:

  • Liverpool DCP 2008 – Part 1 General Controls for all Development.
  • Liverpool DCP 2008 – Part 2.2 Hoxton Park Carnes Hill and Prestons.
  • Liverpool DCP 2008 – Part 2.3 Georges fair Moorebank
  • Liverpool DCP 2008 – Part 2.6 Holsworthy Local Centre
  • Liverpool DCP 2008 – Part 2.10 Moorebank East
  • Liverpool DCP 2008 – Part 2.11 Land Subdivision and Development in Edmondson Park
  • Liverpool DCP 2008 – Part 2.13 Pleasure Point
  • Liverpool DCP 2008 – Part 3.9 Boarding House Development
  • Liverpool DCP 2008 – Part 4 Liverpool city centre
  • Liverpool DCP 2008 – Part 5 Development in Rural and E3 zones
  • Liverpool DCP 2008 – Part 6 Development in Business Zone
  • Liverpool DCP 2008 – Part 7 Development in Industrial Zones

The purpose of this amendment is to update the relevant parts Liverpool DCP 2008, to align with the below finalised reforms.

Renaming of ‘Environmental’ Zones to ‘Conservation’ Zones

On 1 December 2021, the Department of Planning, Housing and Infrastructure (DPHI) introduced changes to rename the ‘Environmental’ zones to ‘Conservation’ zones. This amendment did not impact land use tables, objectives or controls, it only changed the zone prefix and name.

As the Liverpool DCP 2008 references the former Environmental zones, a housekeeping review of the LDCP 2008 has been undertaken to reference the new zone names.

‘Employment’ Zones Reform

In April 2023, the DPHI replaced the existing ‘Business’ and ‘Industrial’ zones with ‘Employment’ zones.

A review of the Liverpool DCP 2008 has therefore been undertaken to remove references to the former Business and Industrial zones and reference the new Employment zone names.

In addition to this, the Employment Zones Reform introduced Key Site Areas for certain employment zoned land. The Liverpool DCP 2008 has been updated with the ‘Area Map’ reference where applicable.

Other Amendments

The Liverpool Local Strategic Planning Statement, ‘Connected Liverpool 2040’, includes a short-term action to review the Liverpool DCP 2008, to encourage new commercial and industrial buildings to be rooftop solar ready. To address this, a new control for rooftop solar panels is drafted within Part 4 (Development in Liverpool CBD), Part 6 (Development in Business areas) and Part 7 (Development of Industrial Areas) of the Liverpool DCP 2008.

A minor typographical amendment has also been made within Part 7 (Development in Industrial Areas) of the Liverpool DCP 2008, to help clarify the landscaped area requirements for industrial development.

What happens next?

All submissions will be considered and reported to a future Council meeting. If Council decides to proceed with the draft amendments, the revised Liverpool DCP 2008 will be finalised and published on Council’s website.
