Hammondville Park - Proposed land sale consultation

Hammondville Aquatic and Leisure Centre has been identified as a major planning project by Council for several years. Council has consulted with the community and explored opportunities to transform this already much-loved site into a combined aquatic and leisure precinct. The precinct will provide a state-of-the-art aquatic, social, cultural and recreational experience all in one place.

At this stage of the project, Council is investigating potential funding sources. Moorebank Sports Club has approached Council with a proposal to acquire a portion of the operational land currently used as a car park.

Consultation on proposed land sale to Moorebank Sports Club

In December 2023 Council resolved to undertake community consultation on the proposal to sell a portion of the existing carparking at Hammondville Park to Moorebank Sports Club.

Conditions of sale:

  • The Club agrees to provide two hundred and eighty-three (283) marked car parking spaces for unrestricted free community use on land owned by the Club.
  • The Club agrees the provision of the car parking spaces, and the rights of Council to access the Land to be formally documented.

Summary:

  1. Will secure Hammondville Sports Clubs long term position in the Liverpool LGA, preserves continued support to community groups and sports club and established a key partnership between Sporties and Council;
  2. Funds received from surplus land supports the delivery of the Masterplan and the Sports Clubs vision of the embellishments to sporting infrastructure; and
  3. The sale of proposed Lot 101 and proposed Lot 102 will support the overall improved precinct delivery to the Hammondville precinct.

What is Operational land?

Under the Local Government Act, all public land must be classified as either ‘Community’ land or ‘Operational’  land.

‘Operational’ land is land which facilitates the functions of Council, and may not be open to the general public; for example, a works depot. An ‘Operational’ classification permits Council to sell, exchange or grant an interest to another party in accordance with the provisions of the Local Government Act. Operational land within the Hammondville Park site is a potential funding source for the Aquatic Centre. The Draft Plan of Management references Council’s option to on-sell or re-categorise the northerly section of operational land; Lot 10 DP 1162812.
